Israeli authorities are threatening to deport two international acvists, arrested yesterday at a non-violent action at a settlement supermarket, despite a judge ruling that they should be released. They are currently being held in immigration detention.
Earlier today, defence lawyers were informed that a judge had ruled that they should be freed without charge, but this ruling was ignored by Israeli police, who handed the two activists to the Ministry of Interior, to begin the deportation process. They could be flown back to their home countries within hours, despite never having been charged, let alone convicted of any crime. They have also been repeatedly denied contact with their lawyer.
Substantial legal costs have already been incurred. If they choose to fight this unjust deportation, then these will be even higher. We urgently need funds to challenge the Israeli tactic of deporting solidarity activists to prevent our work in the West Bank.
Freedom for international activists can also be key in legal processes for Palestinians who are arrested at the same time. Previously this month, four ISM activists and two Palestinian men were arrested. One of the Palestinian men was released just yesterday, following a judge’s decision that to keep him in prison after the international activists had been freed would be unjust and discriminatory.
Please donate now so that we can continue our work supporting the Palestinian cause.

"Israel afraid of the truth"
Interview with Dr. Paul Larudee, Co-Founder of Free Palestine Movement in Greece
Press TV: Israel has threatened to take military action against the humanitarian aid flotilla, what is Tel Aviv afraid of in your opinion?
Larudee: To put it in simple terms, they are afraid of the truth, because that is what a non-violent effort is about. Non-violent efforts tend to expose hypocrisy and human rights abuses and all this sort of things.

Gaza Mobilizes for Freedom Flotilla
An international flotilla of nine ships and hundreds of crew and passengers is a huge undertaking, in Gaza as much as anywhere. Mahmoud Elmadhoun knows this better than most. A member of Gaza’s Higher Government Committee, as well as the Governmental Committee for Breaking the Siege and Receiving Delegations (GCBS), which is tasked with welcoming solidarity missions to Gaza, he just finished hosting the Miles of Smiles convoy of 55 European dentists. Now he could face one of the most daunting challenges in the GCBS’ history: Freedom Flotilla – Stay Human.

Israeli Orgs Statement of Support for the Gaza-Bound Freedom Flotilla
We, Israeli organizations, Palestinians and Jews, declare our support for the Gaza-bound Freedom Flotilla and its declared goals: to break the Israeli siege on Gaza – both on the sea and land – which represents part of the ongoing Israeli occupation. We denounce the slanderous campaign of the government of Israel against the flotilla and its participants, and warn against the government’s use of these lies as justification for additional violent actions against the participants of this legitimate political protest. The flotilla to Gaza is a brave act of political protest, which expresses solidarity with the Palestinian people and the opposition throughout the world to Israeli occupation policies, the ongoing siege on Gaza and the collective punishment of civilians. Today the Gaza Strip is a massive prison for its 1.5 million residents, for whom basic rights are denied. The right of the Palestinians in Gaza to maintain direct contact with the outside world, their right to open their port, their right to receive and send ships, their right to import and export goods and to develop their economy, precisely as for Israel these rights exist. The state of Israel must end its direct and indirect control over the Gaza Strip, as part of its obligations grounded in international law and to end its occupation regime over the Palestinian Territory and to permit the existence of an independent Palestinian state in the 1967 borders. We emphasise that in contrast to government declarations, the very act of the flotilla is a non-violent one, and in case of an attack by the army the activists are preparing for opposition that is also to be non-violent. In an announcement from one of the members of the international coordinating team of the flotilla, which was issued in response to claims of the security apparatus in Israel, it is explicitly noted that “there are no weapons on any of the ships, and on board all of them are tens of international journalists who can attest to this. The passengers undergo training in non-violence and sign a commitment not to use violence.” We denounce attempts of the government of Israel to create an atmosphere of fear of the flotilla and to discourage participation in it. The government of Israel wishes to create an unfounded atmosphere of fear through knowingly spreading lies about the so-called preparations for violent resistance to kill soldiers, and the intention of peace activists participating in the flotilla to bring weapons with them to Gaza; in parallel, it is exerting unprecedented pressure on international journalists, lest they join the flotilla in order to cover it. This media campaign, intended to sow fear and hatred in the Israeli public, further arouses suspicion that an additional goal is to justify the harsh and dangerous results which are liable to occur in case of a violent takeover of the ships and harm to their passengers. We call on the government and security forces to permit the ships to enter Gaza and unload their humanitarian cargo in peace, and hope the ships arrive safely to their destination. We call on the government of Israel to immediately end the siege of Gaza.

Dear Milena,
I'm writing today to ask for your help for a very important aid and solidarity project that you may have heard about called Viva Palestina-US [http://rs6.net/tn.jsp?et=1102609611087&s=5095&e=0011uPEOto6nAjdn77gpkGapkEpuIQcx0xIQk2Bh8ISvuPo74Msoe1U3aiEX4kTxSZ74NQJlMLQk835x_4hxffwi7LqtLKUSCsjVzLzF-HuSEedsqwDklfUGOddgh8VMCbA].
After the brutal 22-day assault on Gaza in last winter, activist and member of the
British Parliament George Galloway launched Viva Palestina and organized the first
convoy from Britain to Gaza. They left London on February 14, 2009 with 107 vehicles,
255 people and $2 million of aid.
Now, Galloway, and anti-war Vietnam vet Ron Kovic [http://rs6.net/tn.jsp?et=1102609611087&s=5095&e=0011uPEOto6nAjMHFU7bIEUypvzdUEhRSoYkzozfMWkIPUEuQFYk4OTlduFcC2OnaQi774zDvCbxjfbD5tUpdMQzPRHtAw2DijYZ1-J0c9ehmRr8DRQZdJj9GJNzTSn3ceLdeVZItzMQac=]
(featured in "Born on the 4th of July"), along with hundreds of US activists will
take a convoy from the US into Gaza on July 4th, 2009.
We need to raise $75,000 to purchase five trucks packed with medical aid to be delivered by San Francisco Bay Area activists. As you know, MECA delivered more than seven tons of food, medicine and medical supplies to Gaza during and right after the
attacks Last month, after meeting with George Galloway, we decided to join Viva Palestina to get more aid to Gaza now, and to focus world-wide attenttion to the desperation of people in Gaza--from the aftermath of the massacres and the ongoing inhuman blockade.
Please make a contribution now [http://rs6.net/tn.jsp?et=1102609611087&s=5095&e=0011uPEOto6nAggPedIR-ygwk0z72sSIMWQOEakWBOxtk5Uh-QEELlCWEINNhoyAyfeJnt5dEaoPArHr05k_HWnKCxmq0oizEAfQAiAThiIf9szFKIjIZ9CucLU28Ku52HSQtUq7kILIATqON2uecUD49l7va_7FFqn]

Aid rots outside Gaza
Erin Cunningham , The Electronic Intifada, 16 April 2009

People and goods are prevented from entering the Gaza Strip at the Egyptian-controlled Rafah crossing, January 2009. (Matthew Cassel)
AL-ARISH, Egypt (IPS) - Hundreds of thousands of tons of aid intended for the Gaza Strip is piling up in cities across Egypt's North Sinai region, despite recent calls from the United Nations to ease aid flow restrictions to the embattled territory in the wake of Israel's 22-day assault.
Food, medicine, blankets, infant food and other supplies for Gaza's 1.5 million people, coming from governments and non-governmental agencies around the world, are being stored in warehouses, parking lots, stadiums and on airport runways across Egypt's North Sinai governorate.
Egypt shares a 14-kilometer border with Gaza that has been closed more or less permanently since the Islamist movement Hamas took control of the territory in June 2007.
Flour, pasta, sugar, coffee, chocolate, tomato sauce, lentils, date bars, juice, chickpeas, blankets, hospital beds, catheter tubes and other humanitarian-based items are all sitting in at least eight storage points in and around al-Arish, a city in North Sinai approximately 50 kilometers from Gaza's border.
Three months after the end of the war, much of the aid has either rotted or been irreparably damaged as a result of both rain and sunshine, and Egypt's refusal to open the Rafah crossing.
"To be honest, most of this aid will never make it to Gaza," a local government official told IPS on condition of anonymity. "A lot of the food here will have to be thrown away."
The Gaza Strip was the target of Israel's three-week operation codenamed "Cast Lead," where both the enclave's civilian population and an already decrepit infrastructure were pummeled by powerful Israeli weaponry, leaving some 1,400 dead and over 5,000 injured by the time a unilateral ceasefire was called by Israel 18 January.
The UN agency for Palestine refugees (UNRWA) head in Gaza, John Ging, told IPS last week that the stranglehold on relief efforts in the post-war period was having devastating consequences, both physical and emotional, on the strip's population.
The last Situation Report released by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) 30 March stated that the "amounts and types of deliveries reaching Gaza continue being subject to random restrictions and unpredictable clearance procedures, creating major logistical problems for humanitarian agencies."
Food aid and other essential humanitarian supplies for Gaza began pouring into Egypt at the outset of the war, and medical supplies were routed through Rafah -- Gaza's only crossing that bypasses Israel -- throughout the assault, while food aid was directed through Israel.
All aid meant for Gaza via Egypt must currently pass through either al-Auja or Kerem Abu Sellem, Egypt's commercial crossings with Israel, and is subject to both Israeli-Egyptian trade specifications and Israeli import law.
Much of what is being stored in North Sinai -- including food items like lentils, pasta, chickpeas, and juice -- has been deemed by Israel to be "non-essential" to life in the Gaza Strip.
Two thousand "family boxes" -- containing essential supplies for Palestinian families and donated by the Italian non-governmental organization (NGO) Music for Peace -- were recently rejected at the al-Auja crossing by Israeli authorities because they each contained a jar of honey, the NGO's President, Stefano Robera, told IPS in al-Arish.
Representatives from international NGOs currently in both al-Arish and Rafah say not even a sliver of the aid donated is going through any of Egypt's transit points, despite assurances by the Egyptian government that the Rafah crossing remains open for "humanitarian considerations."
OCHA says Rafah was closed to all cargo for the month of March, and was opened for just two days to send blankets and mattresses into the Gaza Strip.
Since 27 December 2008, the day Israel launched its war, just 43 trucks of what OCHA calls "human food products" were sent into the Gaza Strip via Rafah. The first truckload was sent in 10 January, 2009, more than two weeks after the war began.
Some organizations coordinating their aid through Egypt say North Sinai governor Mohamed Abdel Fadil Shousha asked them to simply donate the goods to local NGOs. Other witnesses told IPS that Egyptian security forces tasked with guarding aid supplies have been giving it away to residents of al-Arish.
The Rafah border crossing opened in November 2005 when Israel and the Palestinian Authority (PA) signed an Agreement on Movement and Access as part of Israel's "disengagement" from the Gaza Strip.
In coordination with the PA, Egypt allowed passengers, cargo and humanitarian aid to pass under the supervision of both EU monitors and Israeli security. When Hamas, the Islamist movement democratically elected in 2006, seized control of the Gaza Strip in June 2007, Egypt closed its border with the coastal enclave.
The Egyptian government has since refused to open the Rafah crossing to any cargo or non-medical humanitarian aid, leaving the supplies in a state of political limbo and Gaza's population grappling with the after-effects of both deadly war and continued economic siege.
Human rights organizations have recently said that not only Israel but Egypt, the EU and the US could be in violation of international law for failing to adhere to the 2005 Agreement on Movement and Access, and consequently violating the basic human rights of Gaza's 1.5 million people -- particularly in the post-war period.

Incursions
During the reporting period, IOF conducted at least 40 military incursions into Palestinian communities in the
West Bank. IOF arrested 54 Palestinian civilians. IOF also transformed 18 houses into military sites. During the house raids, IOF damaged a number of houses.
Restrictions on Movement
IOF have continued to impose a tightened siege on the OPT and imposed severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem. ....
Gaza Strip
· 1.5 million people are being denied their basic rights, including freedom of movement, and their rights to appropriate living conditions, work, health and education.
· The majority of the civilian population lack continual access to safe drinking water.
· Hundreds of thousands of civilians continue to endue power cuts, which affects their daily quality of life.
· The Rafah International Crossing Point has been opened for a few days for a limited number of patients who received medical treatment abroad and subsequentlyneeded to return home to the Gaza Strip.
· IOF have continued to close Beit Hanoun (Erez) crossing to Palestinian civilians wishing to travel to the West Bank and Israel for medical treatment, trade or socialvisits.
· IOF have imposed additional restrictions on access of international diplomats, journalists and humanitarian workers to the Gaza Strip. They have also prevented representatives of international humanitarian organizations from entering theGaza Strip in order to assess the humanitarian situation.
· The lives of premature babies continue to be at risk as they depend on medical equipment, such as incubators, that requires constant electricity.
· Standards of living across Gaza have seriously deteriorated, whilst poverty and unemployment levels have sharply increased.
· At least 900 Palestinian prisoners in Israeli jails continue to be deprived of all family visits. The visits were first suspended sixteen months ago, in June2007.
West Bank
IOF have continued to impose severe restrictions on the movement of Palestinian civilians throughout the West Bank, including occupied East Jerusalem. Thousands of Palestinian civilians from the West Bank and the Gaza Stripcontinue to be denied access to Jerusalem.
· IOF have established checkpoints in and around Jerusalem, severely restricting Palestinian access to the city. Civilians are frequently prevented from prayingat the al-Aqsa Mosque in Jerusalem.
· There are approximately permanent 630 roadblocks, manned and unmanned checkpoints across the West Bank. In addition, there are some 60-80 ‘flying’ or temporary checkpointserected across the West Bank by IOF every week.
· When complete, the illegal Annexation Wall will stretch for 724 kilometers around the WestBank, further isolating the entire population. 350 kilometers of the Wall has already been constructed. Approximately 99% of the Wall has been constructedinside the West Bank itself, further confiscating Palestinian land.
· At least 65% of the main roads that leads to 18 Palestinian communities in the West Bank are closed or fully controlled by IOF (47 out of 72 roads).
· There are around 500 kilometers of restricted roads across the West Bank. In addition, approximately one third of the West Bank, including occupied East Jerusalem, is inaccessible to Palestinians without a permit issued by the IOF. These permitsare extremely difficult to obtain.
· IOF continue to harass, and assault demonstrators who hold peaceful protests against the construction of the Annexation Wall.
· Palestinian civilians continue to be harassed by IOF in Jerusalem, and across the West Bank, including being regularly stopped and searched in the streets by IOF.
· During the reporting period, IOF arrested one Palestinian civilian at an IOF military checkpoint.
Creating a Demographic Jewish majority in east Jerusalem
IOF continue to take arbitrary measures against Palestinian civilians in East Jerusalem in order to force them out of the city. During the reporting period, IOF ordered 129 families counting at least 1,000 individuals to evacuate their homes, which are scheduled to be demolished. In addition, IOF forced two Palestinians in Jerusalem to demolish their homes, claiming that they were built without licenses.

One of them, 27-year-old Mahmoud Sami Fattouh, was killed, another armed activist was wounded. The third one survived the attack.
3. Continued Siege on the OPT
IOF have continued to impose a tightened siege on the OPT and imposed severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including Occupied East Jerusalem.
Gaza Strip
IOF continue to impose a siege on the 1.5 million civilians of the Gaza Strip. The border crossings of the Strip have been closed for more than two years as part of IOF’s policy of collective punishment, imposing severe restrictions on the movement of civilians and goods. As a result, the territory is unable to secure basic foods, medicine, and other supplies, and the poverty rate now stands at more 80%.
The tightened siege has led to the collapse of the Gaza Strip economic sectors. Most production facilities have ceased to operate due to the siege and restriction on movement of goods and individuals.
With regard to Rafah International Crossing Point on the Egyptian border, the Egyptian authorities started to open on a limited basis for some patients.
IOF allow a very limited number of seriously ill patients and staff of international organizations to pass through Beit Hanoun (Erez) crossing.
The closure of border crossings deprives the Palestinian civilian population in the Gaza Strip of their right to freedom of movement, education and health. IOF also continue to impose severe restrictions on fishing in the Gaza Strip. Approximately 35,000 people in and around Gaza’s coastal communities rely on the fishing industry, including at least 3,500 fishermen, 2,500 support staff and their families. Fishermen have been subjected to intensive monitoring by IOF, which use helicopter gunships and gunboats to monitor the fishermen. The Oslo Accords permit Palestinian fishermen to go fishing up to 20 nautical miles from the Gaza coastline.
The overall deterioration of health services in the Gaza Strip has been exacerbated due to the overwhelming number of fatalities and casualties caused by the IOF military offensive. All medical institutions in the Gaza Strip continue to be affected, including hospitals, primary healthcare centers and mental health service providers. Health institutions cannot meet the demand for their services.

2. PCHR calls upon the High Contracting Parties to the Fourth Geneva Convention to convene a conference to take effective steps to ensure Israel's respect of the Convention in the OPT and to provide immediate protection for Palestinian civilians.
3. PCHR calls upon the High Contracting Parties to the Fourth Geneva Convention to comply with its legal obligations detailed in Article 146 of the Convention to search for and prosecute those responsible for grave breaches, namely war crimes.

6. PCHR calls upon the European Union to activate Article 2 of the Euro-Israel Association Agreement, which provides that Israel must respect human rights as a precondition for economic cooperation between the EU states and Israel. PCHR further calls upon the EU states to prohibit import of goods produced in illegal Israeli settlements in the OPT.

11. PCHR reiterates that any political settlement not based on international human rights law and humanitarian law cannot lead to a peaceful and just solution of the Palestinian question. Rather, such an arrangement can only lead to further suffering and instability in the region. Any peace agreement or process must be based on respect for international law, including international human rights and humanitarian law.
